If there is an Epic to be delivered in 30 days but the developers have not provided any deliverable and it's already day 1, how can testers ensure timely and high-quality delivery? What steps should testers take to ensure a timely and high quality delivery?

This is the usual situation. In case of the epic is not ready, you can do groundwork, like complete writing manual tests, perform the maintenance task on existing automated/manual tests.

If you guys are following BDD, you can make feature files ready. Also, you can educate other members of the team about the product.

May I know what do you mean by Quality delivery? 100% Bug-free?

As you said, Epic means you are into Agile. Expecting High-Quality & Time delivery from Tester (only )is the wrong expectation. Agile is a team delivery. 

There is no High-Quality delivery concept. If you are delivering on time then delivery itself is quality. Make sure all the User Stories and their Acceptance criteria are tested thoroughly and acceptable.  Have Triage meeting weekly once at least just to make sure All high priority issues have addressed & closed & To examine the root cause analysis for each of the Defect and to come up with a process improvement plan in order to minimize the likelihood of having similar defect again in the system.
